If the problem is with the OpenOffice format then using MS office to create it wouldn't solve it.
If the problem is with OpenOffice software then using the ODF format wouldn't solve it either.
It smacks of a stupid political decision - if the government offices generate ODF it shouldn't matter to anyone outside that office which software they use for it, and with ODF supported by MS Office anyone who cares about accessibility can use MS Office to read the ODF files.
All that is going to happen now is the the state of Massatchusets is going to shell out more money into MS bank accounts for software they can replace for free.
It just doesn't make sense.
That is - unless someone can point me to something I'm missed.
